Rural Workforce Housing Funds Available

YCDC is accepting applications for Rural Workforce Housing Revolving Loan Funds to support eligible workforce housing projects in York County.

The fund provides low-interest financing to help create or preserve workforce housing through new construction, rehabilitation, purchase-rehab-resale projects, upper-story housing development, and other eligible housing efforts. These funds are intended to help move projects forward that support York County’s employers, workers, families, and communities.

• Current funding available: $130,000 in reused Rural Workforce Housing Funds
• Eligible uses may include: New construction, rehabilitation, purchase-rehab-resale, and upper-story housing development
• Loan terms: Below-market interest rate. Priority is construction loans. 
• Purpose: To help create and preserve workforce housing that supports York County employers, workers, and communities

Priority Uses

YCDC’s Rural Workforce Housing Revolving Loan Fund is intended to support projects that create or preserve workforce housing in York County. Priority uses include:

• New construction of owner-occupied or rental housing:  examples may include duplexes, townhomes, four-plexes, row houses, or similar workforce housing developments.
• Purchase, rehabilitation, and resale of existing housing:  projects may include substantial repair or rehabilitation of dilapidated housing stock when the rehabilitation cost exceeds 50% of the unit’s assessed value.
• Upper-story housing development: Projects that create or preserve residential units in upper-story spaces may be eligible according to program guidelines.
• Projects must create or preserve workforce housing and meet the requirements outlined in the Rural Workforce Housing Revolving Loan Fund guidelines.

Interested developers, builders, property owners, or community partners are encouraged to contact YCDC before submitting an application to discuss project eligibility and available funding.

Build Your New Home in Gresham

The Village of Gresham Community Development Agency is accepting applications for the Residential Lot Sale and Development Incentive Program. The program is designed to encourage the construction of new single-family homes through the sale of eligible CDA-owned residential lots.

Approved purchasers pay 10% of the lot’s purchase price at closing and sign a promissory note for the remaining 90%. The promissory note may be forgiven after the purchaser successfully completes a qualifying residence and meets all program requirements.

• Eligible construction: A new single-family residence on an available CDA-owned lot in Gresham
• Down payment: 10% of the lot’s purchase price at closing
• Potential incentive: Forgiveness of the promissory note for the remaining 90% of the purchase price
• Construction deadline: The qualifying residence must be completed within 18 months of closing unless an extension is approved in writing
• Minimum assessed value: $225,000
• Application fee: A non-refundable $100 administrative fee
• Program administrator: Community Development Agency of the Village of Gresham
